Policy, Research and Analysis   Policy, Research and Analysis (PR&A) seeks to improve the knowledge base of citizens and policymakers about public education in the District of Columbia. Our goal is to become the premier research and policy center on public education in the District, respected and known for objective and reliable basic information on our schools as well as emerging trends and best practices.    The Office of the State Superintendent of Education (OSSE) conducts its own research and invites or commissions local and national experts to conduct occasional research, prepare policy papers, analyses and reports.
